There are many division under Ministry of Finance Malaysia, all division having their own responsibility and roles to achieve the vision and objectives. One of the division National Budget Office (NBO) aim to formulate an efficient and effective budgeting system to meet the requirements of the national economy. The objective is To ensure that all government agencies are provided appropriate financial allocation through the examination and analysis of programmes and development plans in accordance with the current national budget policy.
The Outcome based budget (OBB) system was introduced and has been established in the Ministry of Finance Malaysia in year 2011. Malaysia introduce and implemented of OBB can be seen as another effort by the Malaysia government to reform the budgeting system to better manage and achieve results. It success will hinge upon translating the theory into practice with cooperation of all in the Malaysian public sector.
Under OBB, the application named “MyResults” (https://www. myresults.gov.my/) was developed not solely for the preparation of the budget, but as a strategic planning tool and public sector performance management comprehensive. MyResults provides users with framework structures for monitoring& evaluation, online budget submission, review & verification, performance monitoring and reporting. With MyResults application, all the ministry will have an on line access to information about its program objectives, resources utilization, activity completion, output generation, outcomes and impact achievement from the system and also can be used for evaluation purpose.

In addition, the proposed System can improved privacy compliance by allowing the user to control what information is shared, or by limiting the amount of information shared.

Currently this system support six authentication methods and continuously migration cost to support additional authentication mechanisms will be very minimum. Our SSO have both access reliability and robustness, it functional feature as easy and transparent access to the applications which user have permission (authorization) after successfully presented valid credential for authentication system verification.
This will eventually facilitate a good platform for MOF to be easy to add these new integrated or new developed applications to the platform with single sign on capability.
Result
A new Unified Authentication Platform was set up and customize for the MOF and deploy for OBB MyreSults application, the key function is to enhance the user authentication and credential management. With our expertise to assist the team to define the security policy and enhancing the user registration and activation process. We also one of the member for their maintenance team to provide consultancy and suggestion on fine tuning all the application server to maximum and reduces the risk of vulnerability and attacks.
This system in production for 2 years only to serve and protect one dedicated OBB MyResults application. Implementing strict credential policies for good security reason, encouraging use of strong passwords or one time password improving password security & confidentiality.
With full confidence on our platform, the management decision to integrate another application for further evaluate the security and single sign on features. One important application name Electronic Government Procurement Application (eGPA) was identify for this purpose. With our expertise and application integration experiences, this application was successfully integrated with our platform, deployed and in production on time.
The key benefits share by both application owner are this platform improved user authentication and access to application, the SSO feature enhance the end user experience during the login authentication process quick and simple to both application. Implementing strict credential policies for good security reason, encouraging use of strong passwords or one time password improving password security & confidentiality. With our credential management and SSO feature save users from NO having to memories multiple passwords, this automatically reduce chances of forgotten password, provided self-service feature to reset user credential and consequently can bring down the help desk costs.
