IRBM assist government Malaysia to provide services in administration, assessment, collection and enforcement of payment income tax, petroleum revenue tax, property gains tax land, estate duty, stamp duty and other taxes agreed between government and the IRBM. Also act as advisor to government on all cases related to taxation and cooperation with any ministries and statutory bodies. Collecting information on economic activity, create action failure to follow up on tax submission of outstanding tax payment and conduct audits and investigations to ensure tax compliance. IRBM is determined to ensure the implementation of efficiently and effectively tax system for the county, It also will constantly improve service delivery to facilitate taxpayer compliance exercise responsibility their taxation. Project Stesen Kerja JarakJauh (SKJ) introduced with objective to facilities and provide secure environments for all the staff to perform daily operation anytime and anywhere. SKJ aim to increase efficiency on operation, estimate reduce the investigation reporting time and increase the amount of tax collection. To ensure success of SJK, a lot of work and domain expertise must work together to ensure SKJ deployed in secure high availability & performance of the system.

The Inland Revenue Board of Malaysia (IRBM) is one of the main revenue collecting agencies of the Ministry of Finance. IRBM was established in accordance with the Inland Revenue Board of Malaysia Act 1995 to give it more autonomy especially in financial and personnel manage-ment as well as to improve the quality and effectiveness of tax administration. The Department of Inland Revenue Malaysia became a board on March 1, 1996, and is now formally known as IRBM.
IBRM currently already deployed many solution from various vendor such as Oracle, Microsoft, Novell, IBM and other local solution provider. They may have encountered many technical challenges especially on integrated applications with the authentication and security system. In additional on technical challenges, a carefully planned and implemented this secure authentication system can deliver promised business objectives by assisting standardise identity , web application security, secure integration with current Data Warehouse Applications as well achieving secure credential management goals.
Our proposed Unified Authentication Platform provided adaptive multi-factor user authentication and transaction security. Storing credential management for user authentication with easy implemented single sign on feature to the all applications with dynamic adaptive detection based on user authentication behavior.
In addition, the proposed System can improved privacy compliance by allowing the user to control what information is shared, or by limiting the amount of information shared. This will eventually facilitate a good platform for IBRM to be easy to add these new integrated or new developed applications to the platform with single sign on capability.
The combination of good product with strong domain expertise with the commitment of localized support have given us a strong edge against other competitors. With our expertise be able to assist IBRM keep up-to-date security threat on specific user authentication mechanism. Currently this system support six authentication methods and continuously migration cost to support additional authentication mechanisms will be very minimum. Our SSO have both access reliability and robustness, it functional feature as easy and transparent access to the applications which user have permission (authorization) after successfully presented valid credential for authentication system verification.
A new Unified Authentication Platform was set up and customize for the IBRM and deployed on time and within budget. Five Data Warehouse Applications have been identify and nominate by project director for the purpose of integration and deployed as production application. The application successfully deployed as production are Case Management System, User Management System, Enterprise Taxpayer Profile, Various Input Screen and e-Office application.
This system already in production one year period of time, the key benefits share by IBRM are improved user authentication and access to key application such as Case Management System, the SSO feature enhance the end user experience during the login authentication process quick and simple. Implementing strict credential policies for good security reason, encouraging use of strong passwords or one time password improving password security & confidentiality. With our credential management and SSO feature save users from not having to memories multiple passwords, this automatically reduce chances of forgotten password, provided self-service feature to reset user credential and consequently can bring down the help desk costs.
Now IBRM can continue customize other applications to fit their needs and preparing move forward to integrated and deployed more applications to this platform with only minimum consultation.
